Thanks for the reply Paul. I'd like to avoid double NAT if at all possible (NAT at the vpn hub then NAT at my border router). And to be clear, L2TP doesn't work for me with Windows either (via Windows built-in L2TP client) so I think this is more of an issue with the L2TP implementation in general than just with iOS/Android clients.
