Flashing icons ptkpc

New player here and I'm wondering why the icons in the top left are flashing once complete. Group A, B, one that looks like a turret, ect. I mean it's pretty obvious that I've got all the pieces so I'm not sure if the flashing is simply indicating that or something more. Is there a way to turn the flashing off as it's quite annoying. Second, next to the yellow star icon I see a red dot icon
